Precedents:
Malaysia 2016: Vettel understeers into Rosberg causing him to spin and lose the race. No penalty, Vettel retired after the collision.
French GP 2018: Vettel understeers into Valtteri who left him all the space, causing him to spin and damaging his floor. He got 5 seconds and finished ahead of Bottas.

Silverstone 2018: Raikkonen understeers into Hamilton causing him to spin and restart from the back. 10 seconds penalty and almost no damage for both cars in the collision.
Suzuka 2019: Leclerc understeers into Verstappen causing him to spin and then retire with floor damage. Initially no investigation, Leclerc got a 10 second time penalty after the race.

The Hamilton-Verstappen collision was handled similarly. It is not about whose corner it is, because Max left enough room and I think Hamilton made a mistake understeering into him.

Penalties are applied according to the rules, not the consequences for the driver you take out. This is the biggest problem, because you cain ruin somebody else's race and get away with little damage (Suzuka, France and yesterday) and gain many points on your rivals as a result
